    The history of Cochrane Elementary's story of school remarkably preceded the construction of an educational facility. A 66 year old black female city leader of prominence noted that early in the segregation years, the Hardy community had only one school that was crowded to the extent that students attended in shifts: first in two shifts, then in three shifts. Due to school overcrowding, one black father of three children 'crossed over' to a white neighborhood of his own accord. The voluntary crossover resulted in the recognition of the educational needs of the African American community. As a result, more schools were built in the neighborhood with Cochrane Elementary School being one such construction. These developments addressed the overcrowding situation even as it allowed racially segregated schools to continue to exist.
